DCJ is seeking to procure 1 new service to co-design and deliver Staying in Community Leaving Violence under the Staying Home Leaving Violence program across the Kempsey/Nambucca Local Gov areas.
Project goals
- Increase safety & wellbeing of Aboriginal women, men, children, & families experiencing DFV through culturally safe, trauma-informed responses
- Reduce immediate DFV risks through timely safety planning, & access to emergency brokerage that enable families to remain safely in their homes & communities
- Deliver coordinated legal, housing, health, counselling, & financial supports through referral pathways between ACCOs, community working groups, & mainstream services
- Embed Aboriginal governance, leadership, & decision-making in DFV service design, delivery, & evaluation to ensure community ownership & cultural integrity
- Aboriginal men’s healing, behaviour-change, & prevention programs that promote accountability & positive community roles
- Expand community-led prevention & education initiatives to increase awareness of DFV dynamics, legal rights, & healthy relationships across Aboriginal communities
- Support ACCO’s to build their capacity through joint casework, shared training, & partnerships with government & mainstream agencies
- Strengthen collaboration between ACCO’s, Community Groups, & mainstream agencies to build cohesive, whole-of-community responses to DFV
- Improve housing stability & access to long-term supports for women & families affected by DFV, enabling sustained safety & independence
- Achieve long-term reductions in DFV incidents by fostering stronger, safer, & more resilient Aboriginal families & communities
Scope
DCJ is seeking to procure one service to design and deliver a Staying in Community Leaving Violence (SiCLV) service under the SHLV program across the Kempsey/Nambucca Local Government Area’s (LGA’s) in partnership with the Kempsey/Nambucca Community SiCLV Advisory Group. SiCLV is a specialised domestic and family violence (DFV) program aimed at promoting safety and preventing homelessness.
The SiCLV framework provides a strategic and culturally responsive framework for Aboriginal service delivery. It is built on the principles of self-determination and community-led decision-making. The framework is intended to guide discussion and design, not to prescribe a fixed model of service.
This flexible approach ensures services are tailored to local needs, with adequate time for design, local adaptation, relationship building and implementation.
Services may include:
• Intensive, needs-based, long-term case work
• Collaboration with key agencies (e.g. NSW Police, WDVCAS, health services, housing)
• Service delivery guided by Aboriginal governance and community priorities
• Aboriginal-led persons using violence programs
• Community education programs
To apply, service providers must be a non-government, not-for-profit and incorporated entity operating as a local ACCO across the Kempsey and/or Nambucca LGA’s. The successful provider will be contracted to deliver the service for 3 years + 4 months with a 2-year option to extend.
