Procurement title – Ballarat Freight Hub project – Package 2

The Opportunity

V/Line Corporation (Principal) is seeking an experienced and competent Contractor to undertake the construction of the Ballarat Freight Hub (BFH). V/Line Corporation operates regional public transport services within Victoria and is the sole provider of intrastate regional passenger rail services including the Victorian regional railway network.

The Principal requires the successful Contractor to oversee all aspects of the Works, including any specific requirements, access constraints, fabrication/procurement, service locating and any other related works necessary for the completion of works.

The Ballarat Freight Hub (BFH), formerly known as Ballarat West Employment Zone (BWEZ) Intermodal Freight Hub, incorporates a main line turnout inclusive of all necessary signalling, internal tracks for loading and unloading, driver footpaths, lighting, civil infrastructure and drainage.

Site location is along V/Line’s Wendouree – Ararat track section, adjacent Ballarat link road level crossing at chainage 125.030 km. The access address will be along Liberator Drive, Ballarat, Vic, 3355 (Co-Ordinates: 37°31'41.7"S 143°47'33.8"E).

Minimum certification requirements or technical capability requirements:

• Office of the National Rail Safety Regulator (ONRSR) Accreditation under the Rail Safety National Law (RSNL) and proven experience in delivering projects within live freight environment will be a requirement.
• All works are to be compliant to current applicable Australian standards, regulations and codes.

The full tender pack is not provided through the Buying for Victoria portal but via a separate Zycus Supplier Network (ZSN) Portal Ballarat Freight Hub Tender Documents as per the instructions provided below. (Please see the attached document for a summary of the works being sought. Users who download the attached document will also be notified of any amendments to this tender while it is in the market).

V/Line now uses Zycus as its procurement system, and we will use Zycus for tender events.

What this means for you.

V/Line will release a new Tender document for Ballarat Freight Hub on the Zycus platform. This is the ONLY platform that tender documentation will be available on.

As part of our implementation of Zycus, we have also introduced the Zycus Supplier Network (ZSN) portal, which is a secure, online platform that enables suppliers to engage with V/Line digitally. Tender documentation will be available to be viewed via the ZSN portal, and V/Line will be accepting tender responses submitted via ZSN.

How to access ZSN

• If you already have a ZSN account linked to V/Line, please login using your existing login information.
• Prospective V/Line vendor:

Submitting a tender response

V/Line will only be accepting responses submitted via ZSN. Please login to the ZSN Portal during the tender open period to complete and submit your response. Please note that V/Line will release Advance Tender Notices on Tenders Vic.
