Tender Description

This Tender is invited by the Issuer.

⁠⁠⁠Enterprise Data Management (EDM)

Review current EDM Policy and Develop a Multi-Year EDM Implementation Strategy:

  • Assess the policy’s suitability for GRDC’s size, structure, and data management maturity and identify any gaps, risks, and improvement opportunities.
  • Provide recommendations for policy refinement only if required.
  • Create a 2–3 year roadmap for EDM Policy implementation, including phased activities, timelines, roles, governance, resource needs, change management, and risk mitigation.
  • Consult with key business units and stakeholders to gather feedback on data management governance needs.
  • Identify organisational priorities, challenges, and capability requirements.

Review the current the R,D&E Data Management Policy

  • Assess the policy’s alignment with the proposed EDM Policy.
  • Provide recommendations for policy refinement only if required.

Records Management

Develop a Records Management Policy and Supporting Materials

  • Consult with key business units and stakeholders to gather feedback on records management governance needs.
  • Identify organisational priorities, challenges, and capability requirements.
  • Draft a Records Management Policy aligned with the EDM Policy and relevant standards.
  • Create guidelines and procedures covering record creation, classification, retention, access, security, and disposal.

Develop a Multi-Year Records Management Implementation Strategy

  • Create a 2–3 year roadmap for Records Management Policy implementation, including phased activities, timelines, roles, governance, resource needs, change management, and risk mitigation.
  • Recommendations to establish a records management enabling capability that delivers the processes and mechanisms for GRDC to manage its information assets.

Artificial Intelligence (AI)

Develop an AI Policy

  • Consult with key business units and stakeholders to gather feedback on AI governance needs.
  • Identify organisational priorities, challenges, and capability requirements.
  • Draft an AI Policy that addresses ethical, legal, security, and operational considerations for the use of AI within GRDC.
  • Ensure the policy aligns with relevant regulatory frameworks and industry best practices.
  • Ensure the policy provides guidance and parameters for the ongoing adoption and utilisation of AI for enterprise platform enablement.

Assess and Review Current AI-Related Guidelines

  • Review existing AI-related guidelines and procedures.
  • Identify gaps or inconsistencies with the new AI Policy.
  • Provide recommendations and updates to ensure completeness, alignment, and practical applicability.

The engagement will be outcomes based and fixed price with payment milestones tied to the acceptance of specified deliverables. The structure and timing of the proposed milestones will be at the discretion of the provider.
