Council is seeking quotations from suitably qualified consultants to deliver an Aged Care & Disability Strategy document and associated Marketing Plan, Actions and Roadmap to guide its implementation through to 2030.

Background Information:

• Gilgandra Shire Council (GSC) owns and operates:
• Cooee Lodge Retirement Village – 63 independent living units
• Cooee Lodge Hostel – 50 bed Aged Care Hostel
• Jack Towney Hostel (Aboriginal Specific) – 13 places
• Specialist Disability Accommodation (SDA) – 5 group homes
• Supported Independent living (SIL)
• Community Transport
• Meals on Wheels
• Support at Home

In addition, an Aged Care Residential Staff Accommodation Project is underway to construct housing (two stand-alone dwellings and a multi-unit complex) to attract and retain aged care staff. Gilgandra Shire Council is now looking strategically to the future, with a focus on:

• Affordable and accessible care
• Inclusive and supported housing
• Support at Home
• Inclusive community participation and employment
• Workforce, training and governance

Scope:

The successful consultant will be required to collate, review and/or develop the following:

• Aged Care & Disability Strategy, including associated actions, budgets and implementation roadmap

• Aged Care & Disability Marketing Plan, including associated actions, budgets and implementation roadmap

• Review of existing products and services including external context and internal context

• Inclusion Strategy/Disability Inclusion Action Plan

• Consideration of new branding across services

• Key messaging and target markets

• Marketing Plan must include target audience, current marketing position, products, price, place and promotions

• Evaluation criteria with clear key performance indicators with a view to produce a collection of documents which co-exist to meet the goals of Gilgandra Shire Council’s Community Strategic Plan and the Aged Care & Disability Strategy (once developed) using similar language and imagery to enhance the Aged Care & Disability presence and branding in the community.

Please note that considerable preliminary work including consultation with key stakeholders has been undertaken to inform the Aged Care & Disability Strategy and should be considered as part of the final document.

In delivering this project, consideration should be given to the following guiding principles:

• Aged Care Reforms (Aged Care Act 2024, the Strengthened Aged Care Quality Standards, the Aged Care Code of Conduct and the Statement of Rights in Aged Care)

• Human Rights Frameworks

• NDIS Quality and Safeguards Principles

• Cultural safety

• All abilities inclusion

• People first language and “in your shoes” approach (to be developed)

Draft planning documents from preliminary workshops are available to assist the successful consultant.
