Overview
The Department of Climate Change, Energy, the Environment and Water (NSW) has issued this Request for Information to seek industry input on market capability, delivery models and partnerships to support a possible transition to mandatory home energy rating disclosure in NSW.
Purpose
The RFI aims to identify practical and scalable ways to stimulate demand for home energy ratings during the voluntary disclosure phase, while supporting the parallel growth and retention of the accredited assessor workforce required for a potential future mandatory disclosure scheme.
Objectives
The scope of this RFI focuses on the design and delivery of initiatives during the voluntary disclosure phase, aiming to:
- Increase household uptake of home energy ratings
- Support assessor workforce development
- Help establish home energy ratings disclosure as a recognised and valued part of the residential property market, leading to energy efficiency upgrades
Information Requested
DCCEEW is seeking information on solutions that address the following key questions:
- What model or solution could DCCEEW implement to subsidise ratings and to build consumer demand and awareness of ratings?
- What model or solution could DCCEEW implement to support people to become accredited assessors and expand the accredited assessor workforce?
- What role/s can industry play in supporting and delivering these models? What would be required by industry (if any) to undertake these roles?
- What risks and issues are important for government to consider? And how can they be mitigated?
- Where are the opportunities for innovation and partnerships?
