Tender Description

The Glenelg Shire Council is seeking quotes for the purpose of supplying and installing compliant fall prevention systems at selected regional Waste Transfer Stations to improve public and worker safety.

Scope:

Council is seeking providers in the provision of Fall Prevention Railing at the following Waste Transfer Stations:

• Dartmoor Waste Transfer Station.

• Heywood Waste Transfer Station

• Merino Waste Transfer Station

• Casterton Waste Transfer Station

• Nelson Waste Transfer Station

The Fall prevention system and railings provided under this Contract must be compliant with all relevant OHS standards and legislation and in accordance with the Occupational Health and Safety Act 2004 (Vic), it also must be efficient and effective in design and construction.

All Services must be carried out with maximum regard for safety of all people, tidiness and the preservation of property and amenity and in compliance with legislation applicable to the provision of the Services including but not limited to workplace/industrial relations, work health and safety, environmental and local government legislation.

Services provided under this contract must be delivered in a manner that maximises resource recovery and promotes continuous improvement.

Pricing must be completed within quote schedules and include all associated costs to complete the projects per Waste Transfer location. 

Site Inspection and Assessment

• Attend each site to assess the existing infrastructure.

• Identify all fall hazards.

• Propose suitable fall prevention designs tailored to each site’s layout and use.

Design and Engineering

• Provide engineering drawings and specifications for proposed fall prevention systems.

• Ensure all systems comply with:

  • AS/NZS 1657:2018 – Fixed platforms, walkways, stairways and ladders
  • AS/NZS 1891 series – Fall-arrest systems and devices
  • WorkSafe Victoria / WHS Code of Practice – Managing the Risk of Falls at Workplaces

• Submit designs for approval by Council prior to installation

Supply and Installation

• Supply all necessary materials and equipment.

• Install fall prevention systems including but not limited to:

  • Guardrails and safety barriers
  • Signage and warning indicators

• Ensure minimal disruption to facility operations during installation.

Testing and Commissioning

• Conduct safety testing and inspections post-installation.

• Provide certification of compliance from a qualified engineer or competent person.
