Tender Description
The Office for Early Childhood Development (OECD) aims to understand how it can best use available resources within the legislative framework to implement reforms effectively. This includes aligning with the National Law and Regulations and focusing on child development, quality, and safety.
The proposed action-based research assignment will identify, co-design and document what partner services need to embed an integrated service strategy that:
- aligns with statutory Quality Improvement Plan (QIP) requirements.
- leverages Flying Start reforms.
- aims to reduce developmental vulnerability as measured by AEDC.
Using a change management and action research approach, the work will explore the legislative and reform context, current practices, and future best practice across 8 strategically selected sites. Insights will inform statewide support and potential policy adjustments to strengthen service capability.
Deliverables over a 24-month contract period are expected to include:
- research plan (site selection, methodology, maturity framework, timeline)
- environmental scan of current service landscape
- interim report to inform 2027 partner site support
- progress report
- co-designed, evidence-based practice guide with practical advice for non-government preschool services
- final report.
