Renewal SA is seeking Design and Construction services for the Lot Fourteen Service Tunnel Remediation Works.
The Urban Renewal Authority (trading as Renewal SA) is seeking a suitably qualified contractor for design and construction services of the upcoming remediation works for the Lot Fourteen service tunnels. The tunnels contain services and infrastructure that support the operations of the precinct.
The tunnels are in poor condition and no longer meet current code requirements for access and maintenance. This project aims to improve accessibility, restore the tunnels to a compliant condition and support the surrounding heritage precinct. Works will include concrete remediation, services modifications, removal of redundant infrastructure and upgrades to meet safety and operational standards for ongoing maintenance access
SCOPE
In 2021, Renewal SA (RSA) engaged Kellogg Brown & Root Pty Ltd (KBR) to conduct a scoping exercise aimed at investigating and reporting on potential upgrades for the Lot Fourteen Service Tunnels. The findings are detailed in Attachment AB07 - Service Tunnels - Condition Assessment Report (AEV151-01-TD-ST-REP-0001).
The assessment included inspections of both the northern and southern tunnels, an evaluation of historical documentation, and a HAZID workshop.
The scope includes:
- preliminary Works ʹ tunnel cleaning etc
- concrete remediation to internal tunnel surfaces as identified in Remedy Asset Protection reporting and specifications
- design: Develop solutions for both the north and south service tunnels to enhance compliance, safety and accessibility as per KBR scoping study. Develop engineering drawings and issue for construction
- construction: Undertake construction works associated with the remediation works for the northern and southern service tunnels
- construction of the McEwin Balance Tanks and Glenelg-Adelaide Pipeline (GAP) works.
The report and inspections were developed according to the following disciplines:
1. Structural
2. Mechanical Services (including chilled and heating water pipework and diesel fuel systems)
3. Hydraulic Services (including potable, gap, and spring water, as well as natural gas)
4. Fire Services (including ring main and detection systems)
5. Electrical Services
In 2023, RSA engaged KBR to further develop the scope for GAP water infrastructure within the District. In alignment with the wider GAP water infrastructure (refer Table 3), KBR prepared construction documents for the McEwin Balance Tanks, which will, as part of these works, connect the Service Tunnel GAP water infrastructure to the McEwin Building.
Note - These Construction drawings are referenced in Attachment AB11. In 2024, KBR was engaged by RSA to further develop the Maintenance and Upgrade scoping for the Lot Fourteen Northern and Southern Service Tunnels. This study is detailed in Attachment AB08

Mandatory Site Briefing
A briefing session will be held at Lobby Tech Central Foyer - West Entrance, Frome Road, Adelaide, SA, Australia, 5000 on 9:30 am 26 September 2025.
Notes: Meet at the Lobby of Tech Central – West Door on Frome Road. Site briefing will occur on Friday, 26 September 2025. This date is non-negotiable. Attendance to the site briefing and induction is mandatory.
Failure to attend will result in non-compliance and your submission will not be progressed. Attendees are to wear full PPE including, boots, gloves, hard hat, and high visibility.
