Tender Description

⁠⁠⁠The Commonwealth requires services to support Counter small Uncrewed Aerial Systems (CsUAS) solutions across a range of Department of Defence (Defence) and other Whole of Government (WoG) sites. The scope of Services may include development and delivery of: 1. CsUAS site assessment; and 2. provision of a CsUAS solution.

The scope of services may include development and delivery of:

a. CsUAS site assessment which may include: requirements identification, site analysis, threat assessment, solution design proposals, risk and mitigation strategy and performance management; and

b. provision of a CsUAS solution to detect, identify, track, classify and neutralise unauthorised sUAS activity, monitoring, maintenance, reporting, support and innovation, and capability evolution delivered under a managed services model.

The Defence estate consists of over 150 sites, ranging from office buildings, bases, aerodromes, training facilities, storage facilities, shipbuilding docks and maintenance depots.

The increasing prevalence of commercial and recreational drones, and Foreign Intelligence Services (FIS) activity has heightened concerns regarding safety, security and potential threats to people, assets and infrastructure.

REGULATORY REQUIREMENTS

The CsUAS panel (Panel) will offer a full solution to enable the Commonwealth to best manage and mitigate risks caused by the malicious use of drones against Australian People, Assets and Infrastructure. The Panel will offer services to enable the Commonwealth to:

a. determine their individual requirements to mitigate threats and maintain a safe operating environment against possible future drone attacks;

b. procure services to support a full CsUAS solution against their requirements; and

c. performance manage its other contractors, enabling assurance that all activities performed in the provision of services to support CsUAS are performed in full and without compromising compliance with all State and Commonwealth legislative and regulatory requirements.

THE SCOPE OF SERVICES

The Contractor may be required to develop and deliver services across one or both service Categories, as described in Attachment A-1, and summarised below.

a. Category 1 Contractors will have proven experience in the development of site specific threat assessments, requirements analysis, solicitation artefact development and performance management actions for clients, that:

(i) assess all CsUAS threat scenarios,

(ii) analyse the environmental considerations across each site including:

(a) geographic and meteorological constraints and opportunities;

(b) specific site usage characteristics (airspace, spectrums, purpose);

(c) assets and infrastructure constraints and opportunities; and,

(d) external domestic constraints and liabilities.

(iii) detail the CsUAS solution design (sensors, effectors),

(iv) Operational constraints and opportunities,

(v) highlight site related Legal and Regulatory constraints,

(vi) detail the integration requirements,

(vii) highlight the service and support requirements (equipment, innovation, resources),

(viii) outline the performance metrics of the CsUAS solution,

(ix) determine key Deliverables (establishment, monthly, yearly), and

(x) produce high level implementation schedules.

b. Any CsUAS solution developed under Category 1 must be product or platform agnostic to ensure the best outcome for Defence and WoG.

c. All artefacts from Category 1 (threat assessment, requirements etc.) may be used to inform or support the solicitation of Category 2 CsUAS solution providers.

d. Category 2 Contractors will be responsible for providing a managed service to support the CsUAS solution as per the specific site requirements. This may include (but is not limited to):

(i) Sensors and Effectors for the detection, identification, tracking, classification and mitigation of unauthorised sUAS activity,

(ii) Command and Control (C2) services,

(iii) equipment, installation, operation, monitoring, support & maintenance, training, and capability innovation/evolution; and

(iv) reporting, including performance, operational availability, and other measures as set out in the relevant Contract.
