Project goals

Transport for NSW (TfNSW) is seeking tenders from suitably qualified Course and Training Providers for the FY2026–2028 period (initial 3-year Term) plus two options to extend by 12 months. The procurement objective is to ensure that the Safer Driver Course (SDC) continues to be delivered in NSW by qualified course and training providers.

Scope

TfNSW is seeking to establish a panel of suitably qualified and experienced providers capable of delivering the Safer Drivers Course (SDC) and Training Program, panels A and B:

1. PANEL A – Course Providers for the delivery of TfNSW’s SDC to eligible learner drivers; and,

2. PANEL B – Training Providers to deliver training to persons who administer the SDC modules.

Both Course and Training Providers are required to deliver the SDC in accordance with the proposed Agreements, Safer Drivers Course Provider Guide and the Course Curriculum Framework. Compliance with these frameworks is critical to ensuring consistency, quality, and alignment with TfNSW’s objectives.

To access the Request for Proposal (RFP) documents, you will need to register as a bidder in the Transport for NSW ARIBA System.

An invitation to access the RFP will be sent to you from the TfNSW Bidder Team.

When you gain access you will see a Confidentiality Deed Poll (Deed) access gate that requires you to provide TfNSW with a correctly executed Deed before you gain full access to the RFP Documents.

Tender Briefing: TfNSW will be holding a tender briefing (optional but strongly recommended) to provide tenderers with information and understanding of the tender process and requirements to deliver the Safe Drivers Course.

The tender briefing has been rescheduled for Wednesday, 17 September 2025 at 11:00 AM AEST via MSTeams (Allow 1 hour). Further details of the online meeting invite are in the details section of the RFP Document.
