Tender Description

The City of Casey is located approximately 45 kilometres southeast of Melbourne.

Casey extends from Endeavour Hills in the north to Western Port in the south, and includes the suburbs of Endeavour Hills, Doveton (excluding the Doveton Industrial Area), Hallam, Narre Warren, Hampton Park, Cranbourne and Berwick. It also includes semi-rural towns of Narre Warren North, Harkaway, Pearcedale, Devon Meadows and Tooradin, and the coastal villages of Blind Bight, Cannons Creek and Warneet.

Casey is one of Australia's fastest growing Local Government Areas with an estimated population of 429,383 in 2025.

There are approximately 78,582 young people aged 10-25 living in Casey:

  • Nearly 1,000 of these young people identify as being Aboriginal or Torres Strait Islander
  • 35.5% of Casey's young people have at least one parent who was born overseas; and
  • 9.1% of young people in Casey are disengaged from employment and/or education.

The City of Casey offers a range of Youth Services, and had over 51,000 young people interact with the service in 2024. Interactions take place through a mixture of avenues, including at Casey's three Youth Information Centres (YICs), the mobile/outreach service (Casey 360 Bus) and a broad range of other events and programs delivered in and out of schools.

In 2024, 745 counselling sessions were held across the Children's Counselling, Youth Counselling and Parent Support modalities.

The Youth Information Centres had over 25,000 young people visit in 2024, and also house private consulting rooms that are used to deliver Youth Counselling.

The scope of services under this tender is to deliver Early Intervention Youth Mental Health support to young people throughout the City of Casey via the provision of:

  • Youth counselling for ages 13-25 years
  • Children's counselling for ages 10-12 years
  • Parent/Career support
  • Outreach services
  • Crisis intervention and case management

The Contractor shall:

a) Deliver Early Intervention Youth Mental Health Support to young people aged 10-25 years throughout the City of Casey by offering an accessible, inclusive and responsive service with a minimum of 745 sessions per year, over the term of the contract (3 years).

b) Demonstrate compliance and upkeep with best practice in the Youth Mental Health space, that supports young people where they are at and is delivered through mixed delivery model that includes, but is not limited to in-person, telehealth. place-based and outreach service. The service model should also consider appropriate caseloads and appointment availability to reduce barriers and limitations for young people accessing the service.

c) Offer counselling sessions from the consulting rooms located at Casey's three Youth Information Centres.
