Parks Victoria (PV) is required by Section 212 of the Building Act 1993 (“the Act”) to administer and enforce specified parts of that Act and the whole of the Building Regulations 2018, within its Owned properties.

The Building Regulations 2018 (Vic), require PV to develop and implement an inspection and audit program for their owned/occupied buildings to ensure compliance with the regulatory and statutory requirements.

In order to meet this mandate, PV is required to implement an inspection and audit program for PV owned/occupied buildings, to ensure they are compliant with regulatory and statutory requirements.

To deliver this obligation, PV shall engage a suitable qualified ESM Service Provider for;

a) Performance of the ESM Inspection, Testing and Maintenance program;

b) Provision of cloud-based asset database and reporting capability; and

a) Provision of assistance as required, in delivery of PV ESM compliance obligations.

PV will engage through a sperate Contract a suitable qualified Building Surveyor to provide for:

c) Drafting of the ESM Maintenance Determinations;

d) Performance of the Annual Essential Safety Measures Audit & Reporting (AESMR); and

e) Drafting of Site Emergency Evacuation Plans; and

f) Provision of assistance as required, in delivery of PV ESM compliance obligations.

PV shall manage the ESM program to ensure compliance with our legal obligations; and

a) Manage the Services Contract to ensure compliance to the Terms and conditions;

b) Review Service Provider reports to ensure they are compliant and issues are identified, managed and rectified in a timely manner; and

c) Manage the asset data and ensure that it is accurate, timely and entered into the PV Records and Asset Management data base.
