This Tender is invited by the Issuer.
Under the Environmental Protection and Biodiversity Conservation Act 1999, the Australian Government is required to prepare a State of the Environment (SoE) report every 5 years. The next SoE Report is to be delivered by 31 December 2026.
The SoE Report is a digital-first product, and its website serves as the primary platform for communication and sharing information with the public. SoE content is currently part of the Department of Climate Change, Energy, the Environment and Water website https://soe.dcceew.gov.au/
To ensure that SoE 2026 reporting meets the needs of its diverse users, the department is seeking a provider to:
- undertake user research to validate and refine understanding of SoE audiences and their information needs
- develop a Content Strategy to support design and delivery of SoE publishing (digital and traditional)
- develop a Content Action Plan outlining actions and tasks required to develop and implement the Content Strategy and build a user-centred SoE product
