Tender Description

The Council is seeking to establish a Panel of Contractors ( i.e. Panel of 7-8 Contractors ) to deliver Home Maintenance and Home Modification services to older citizens living in the City of Norwood Payneham & St Peters .

Funding for these services is provided by the Australian Government through the Commonwealth Home Support Program.

All recipients of these services reside within the Local Government Area of the City of Norwood Payneham & St Peters. These services form part of the Council’s Home Support Program, which has been operational for over 20 years and is designed to promote the well-being and independence of older citizens. By offering support, the program enables individuals to maintain their homes and remain independent with some support and reduce the risk of premature entry into Residential Aged Care.

The Home Support program delivers approximately1,500 hours of Home Maintenance to approximately 250 residents a year. The Council’s Home Maintenance and Modifications services provides focus on providing episodic services (as opposed to regular) on a needs basis. The focus of the services is safety .The details of the service are described in the Specification of Services in Section D and includes the following services:

Home Maintenance

  • Gutter Cleaning (the Council has a need for both standard and specialist Gutter cleaning services);
  • Window Cleaning;
  • Minor repairs (replacing light globes, smoke detector batteries, washers and taps);
  • Minor Carpentry repairs;
  • Minor fence repairs;
  • Yard Tidies;
  • Cut back of trees and shrubs (Low level yard tidies);
  • Whipper snippering and poisoning of weeds;
  • Limited hedge trimming ( under 4.5 metres);
  • Taking away green waste ;and
  • Home to Kerb Services for hard rubbish collection,

Home Modifications

This service involves making modifications to the home to improve safety and prevent falls. Examples include installing hand-held showers, grab rails, bannisters, ramps, and steps. Most modifications requested are supported by recommendations from an Occupational Therapist, who assesses and specifies the required changes. Depending on the cost of each modification, the service supports approximately 30 clients per year.

As this service is delivered to vulnerable citizens the Tenderer is expected to comply with the Special Conditions where all staff working on this contract are required to have a National Criminal History Check for working with older people and working with people.
