SERVICE REQUIRED:
Northern Beaches Council (Council) invites tenders for the carrying out and completion of Roof Membrane Upgrade and Associated Works at Dee Why Civic Centre (Final Stage). The Works generally include site preparation, removal of the existing single ply membrane and some terminations with asbestos, checking and preparing the substrate to receive the new membrane system, supply and install a Twin Layer Bituminous Sheet Membrane System to the roof section identified under this Request for Tender (RFT), and the removal of all trade waste from site upon works completion.
Council has been carrying out roof membrane upgrade works at Dee Why Civic Centre in recent years and most of the roof sections have now been completed with only one main roof section is yet to be done. Council is planning to upgrade this last section of the roof in 2025/26 financial year. This roof section is surrounded by low parapets around the perimeter with internal and external drainage. It consists of a flat concrete substrate covered with a single ply membrane which is old and past its serviceable life cycle with splitting and flaking occurring. Some terminations of the old membrane along the roof perimeters are identified of containing asbestos. Allowance for an asbestos specialist shall be included for their inspection and safely removal.
In addition, there is a separate small section of sloping roof located right next to the metal decking over the main entrance of Dee Why Civic Centre, has terminations of the old membrane that contain asbestos. Allowance for safely removal by an asbestos specialist shall be included. As this sloped roof surface is suspended over insulation and plyboards, allowance for replacement of old for new insulation and plyboards as specified shall be included and completed before installing a new Twin Layer Bituminous Sheet Membrane System over top.
The solar installation does not form part of the Works under this RFT; however the Contractor is to warrant that the roof membrane system completed in this project would not be compromised and shall allow and cater for a retrofit of a compatible solar support system (e.g. Soprema Soprasolar Fix Evo Tilt) for future solar installation (without requiring considerable re-waterproofing), based on indicative solar panel layouts supplied by Council (final design and layout will be subject to Council's review and approval).
The tenderers are to allow for the execution and delivery of all required works as described in the specifications, drawings, documents and schedules referred to in Part D, E & F of this RFT, Part C Special Conditions and AS4000 General Conditions of Contract (as amended in Part B of this RFT). Particular attention is drawn to the General and Specific Work Requirements outlined in Part D and Specific Conditions of Contract in Part C of this RFT.

A Site briefing will be held at Dee Why Civic Centre and details refer to A5 - Conditions of Tender of the RFT. Respondents should ensure they review all documents and understand the scope of work before attending the briefing.
LODGEMENT:
Submissions should be lodged in the electronic tender box or in the physical tender box at Northern Beaches Council, Civic Centre, 725 Pittwater Road, Dee Why, NSW 2099 by the time and date nominated. Late submissions may not be accepted.
