Tender Description

The City of Sydney's ("the City") vision for a green, global and connected city guides our commitment to building inclusive and sustainable communities. As part of this vision, we aim to ensure equitable access to sporting facilities through the delivery of programs and services that support inclusive participation, social connection and wellbeing.

The City is looking to engage and partner with a qualified and experienced service provider to deliver a free, community-based sport program for adults with lived experience of mental health conditions on their recovery journey, recognising that each participant may be at a different stage in their recovery.

This initiative reflects the City's broader commitment to promoting inclusion, wellbeing, and community connection through accessible physical activities. The program aims to promote social cohesion, enhance mental health outcomes and build confidence and life skills of participants.

Sessions will be delivered at our synthetic field at Perry Park, Alexandria , with access to indoor courts available as a wet weather contingency, subject to availability. Facility hire fees will be waived by the City as part of its commitment to supporting free and inclusive access, particularly for priority communities. The successful service provider will be paid a facilitation fee to deliver the program, reflecting the City's commitment to supporting community access and quality program delivery.

A key component of the program will be the development of strong partnerships with local mental health services, community organisations, and support networks. These collaborations will help to promote participation, provide support for participants, and strengthen the program's impact within the community.

The successful service provider will also be expected to take the lead role in actively promoting the program and increasing participation, with a focus on engaging individuals residing within the City of Sydney local government area.

Applicants must demonstrate a strong track record in delivering safe, inclusive and community-focused sport program targeted for individuals with lived experience of mental health conditions, including evidence of positive outcomes and impact from past initiatives. This includes having robust risk management and safeguarding frameworks, qualified staff with relevant experience, and a clear strategy for engaging and retaining participants from diverse backgrounds.

The program must support free participation for eligible community members who fit within this framework, with cost effectiveness of the program a key consideration.

The term of the contract will be for three (3) years.

To support program quality and continuous improvement, the City will carry out an annual Performance Review with the successful service provider, as well as a final review at the end of the contract term.

The City is committed to creating opportunities for Aboriginal and Torres Strait Islander owned businesses. The City encourages First Nations People businesses, Local SME, Start-ups as well as social enterprises (including Cooperatives) to work with us and respond to this opportunity.
