Boosting High Pathogenicity Avian Influenza Biosecurity Response Capability – Whole Shed Gassing Monitoring Systems

High Pathogenicity Avian Influenza (HPAI) represents a critical biosecurity threat to Australia’s poultry industry and wildlife. In the event of an outbreak, rapid response and containment are essential to prevent widespread transmission and minimise the impact on industry, food supply, animal welfare, and the broader economy. This procurement seeks to support the acquisition of equipment to enable the deployment of carbon dioxide and liquid nitrogen to support whole shed gassing of birds as supported by the nationally endorsed AUSVETPLAN disease strategies and operational manuals. Suppliers must provide full documentation, including user manuals, maintenance schedules, commissioning and training support where applicable. Delivery is expected within a specified timeframe to ensure readiness for the upcoming high-risk period. The procured systems will be stored and maintained in a state of operational readiness, available for rapid mobilisation as part of NSW’s emergency response assets

Scope

This procurement seeks the supply and delivery of 2 wireless whole house gassing monitoring systems to monitor carbon dioxide levels, oxygen levels, temperature and humidity and building overpressure in real time during whole shed gassing operations using either carbon dioxide or nitrogen gas. Equipment must be suitable for use in commercial broiler and egg (layer) production environments. It must be able to accommodate wireless monitoring of sensors within enclosed poultry sheds and capable of wireless connectivity of up to 100m. The system must support the deployment of multiple sensors so that a minimum of 12 distinct monitoring points at variable heights can be accommodated at any one point in time. The wireless system must match traditional wired sensor systems in terms of data accuracy and integrity. The system must be modular and customisable for a variety of poultry shed types, sizes and production systems. Internal shed components must be able to withstand very low temperature environments. The system supplied must be robust and must be capable of rapid deployment and demobilisation. The system should be able to be deployed in a large commercial poultry shed within 60 minutes with a similar demobilisation timeframe. Equipment supplied must support rapid and effective decontamination without damage to sensitive components. The systems must be capable of both wireless data transmission and with local data storage in the event of wireless connectivity failure.
