Tender Description

Energy Policy WA, a division within the Department of Energy, Mines, Industry Regulation and Safety, is seeking a suitably qualified and experienced evaluation consultant to prepare an Outcomes Framework and Evaluation Plan for the Western Australian Social Housing Energy Performance Initiative (WA SHEPI) outlining an approach to monitoring and evaluating the efficiency, effectiveness and appropriateness of the initiative to achieve its key objectives and intended outcomes, conduct a Mid-Term Review and an End-of-Program Evaluation.

Specification

The Contractor will take into account the following underlying principles to inform development of the deliverables:

• Apply a cultural lens - activities are to be consistent with Aboriginal cultural knowledge and understanding where activities include Aboriginal participants, communities and service providers.

• Credible, valid and reliable - ensure that information is recorded appropriately, interpreted correctly, and reported accurately to the program’s governance groups and other stakeholders.

• Transparent and open to scrutiny – the activities will be transparent and accountable to internal governance groups and external stakeholders.

• Consistent and comparable – Information collected across program phases is comparable despite differences in service delivery, location and context.

• Timely and influential – Information will be used to improve decision-making and program design.

• Expertise and independence – Activities may make use of external experts where necessary and appropriate (to be included in cost if applicable).

• Ethical conduct – Ensure that information is collected, managed and interpreted ethically, with reference to participants’ privacy, DEMIRS values and relevant Australian evaluation ethics guidelines.

The Customer is open to awarding the contract to a Contractor working collaboratively with other individuals or organisations with complimentary knowledge and experience working to meet the deliverables.

The Customer will make available relevant program materials developed to date to the Contractor following award of contract.
