Tender Description
Bulloo Shire Council is seeking the services of a suitably qualified Contractor to undertake winning and crushing of materials and stockpiling of materials from 25 July to 30 June 2027.
The primary objectives of the Principal in inviting the Request for Tender are:
a) to obtain value for money;
b) to ensure open and effective competition; and
c) to ensure timely and efficient supply delivery to all Principals.
The site of works is located in the Bulloo Shire as detailed below:
a) Cunnamulla Road (Ch 136.50)
b) Wongetta Pit (10.60) – Hungerford Rd (Ch 10.60)
c) Warri Gate Pit (49.8) – Warri Gate Rd (Ch 49.8)
d) Quilpie Pit (141.55) – Quilpie Rd (Ch 141.55)
e) Eulo Hungerford Rd (101.45) (Ch 101.45)
f) Innamincka Rd (145.00) Ducks Pit (Ch 145.00)
g) Innamincka Rd (151.00) Chalky’s Pit (Ch 151.00)
h) Orientos Road
i) Bramsby Santos Road
j) Camerons Corner Road
k) Omicron Road
l) Moomba Road
m) Woomanooka Road
Quantities required will be advised by Council procurement order.
Other endorsed pits that are not listed may be required throughout the contract and will be discussed and agreed to by the Council Engineer and Contractor.
Specific Requirements of the Contract
Upon appointing a successful Contractor, Bulloo Shire Council will complete a Queensland Government ‘Notification of a Company as an Operator for a Mine that is a Quarry’ form, which will remove the designated quarry pits from Bulloo Shire Council’s control.
The successful Contractor must also complete a Queensland Government ‘Notification of a Company as an Operator for a Mine that is a Quarry’ form to take over responsibility of the designated quarry pits for the duration of work.
Council’s responsibilities include the following:
a) Provide access to the site from the nearest public road;
b) Payment of any statutory fees and permits;
c) Contractor payments on a fortnightly or monthly basis (measurements will be based on stockpiled tonnes as measured recorded and printed out by a load rite type method and a loose density conversion rate to calculated to provide stockpiled cubic meters);
d) Cultural heritage and environmental clearances; and
e) Attendance to project meetings as required.
Contractor’s responsibilities include the following:
a) Mobilisation and demobilisation from site;
b) Establishment to various sites in the order required by Council;
c) Provision of camp (camp costs including accommodation, meals and all running costs are deemed to be in the scheduled rates for the production of the specified materials);
d) Preparation of and cleaning up of site to the satisfaction of the superintendent (costs are deemed to be included in the unit rate);
e) Winning material - the material hardness varies, however, can generally be pushed by a D8 sized dozer. Minimal pre-strip may be necessary. Minor clearing may be required. Each site shall be inspected an assessed for hardness by the Contractor;
f) Crushing (Type A) the material using a single stage screen and jaw or impact crusher to a maximum 50mm size to comply with a TMR specification MRTS 05 type 4.4 material;
g) Stockpile material using a loader equipped with load rite weighing facility;
h) Tidy up the site during disestablishment to the satisfaction of Council’s works overseer;
i) Comply with all cultural and environmental requirements which will be identified by Council prior to commencement of works;
j) Comply with all Workplace, Health & Safety (WHS) requirements and the Contractor’s own WHS management system;
k) The Contractor shall provide for all necessary PPE and onsite safety for staff and visitors;
l) Any fees associated with establishment or disestablishment shall be paid by the Contractor;
m) Site signage;
n) Project meetings with Council as required;
o) A copy of the Contractor’s WHS Management System contents/index page showing the policies, procedures, work method statement and risk assessments relating to this Tender/scope of works;
p) For crushing operations, the following requirements are required so all operations are compliant with Mining Legislation:
i. Appoint a Site Senior Executive and advise Bulloo Shire Council the name and contact details;
ii. Supply a copy of the content/index page of the Safety and Health Management Plan for the mine/quarry/gravel pit/borrow pit to be operated showing the policies, procedures, work method statement and risk assessments relating to this tender/scope of works; and
iii. Evidence that all operations will be compliant with the reporting requirements of QGL02 Guideline for management of respirable dust in Queensland mineral mines and quarries
