Tender Description

⁠⁠⁠The Principal is seeking to engage a single contractor to maintain its Dunheved biodiversity stewardship site BA 407.

Project goals

The key output of this tender will be the engagement of a suitable service provider to manage the Dunheved BA 407 site. The entity will be required to satisfy contractual obligations under the Biodiversity Conservation Act 2016 through the Biodiversity Stewardship Agreement - ID 407 (BA 407)

Scope:

Weed Management

A program addressing weed issues identified during quote site visits, and previous annual reports and consistent with the Biobank Agreements should be proposed.

The provider must take an adaptive approach to deal with emerging weed issues that may not be identified in the original site management plan for species that are a risk to the ongoing improvement of site diversity. Recording, reporting and variations should be submitted to the

Corporation as part of the Biobank Diary of Works and any other reports. 

Weed Management of tracks is required to allow access as defined in the Biobank Agreement.

Native Herbivore and Vertebrate Pest Management

Monitoring and reporting of rabbits and other vertebrate pests is to be conducted once every three months. Monitoring of over abundant native herbivores is to be conducted once every three months and reported to the Corporation. 

Protection, tree planting, rehabilitation and restoration

The provider should undertake planting or seeding, and appropriate bush regeneration as  prescribed by the Agreement ID 407, make assessment for survival of plantings and determine the  requirement for infill planting.

The Corporation seeks to engage an experienced professional bush regeneration contractor to  protect, rehabilitate and restore the native bush and vegetation zones.    

Retention of Dead Timber

Introduction of timber or rocks is not a mandatory part of this Tender. However, if appropriate site timber or rocks are available the Contractor may propose a variation as part of the works during the contract.

Retention of Rocks

The provider must not remove, or cause or permit to be removed, rocks from the biobank site or move, or cause or permit to be moved, rocks within the biobank site.

Rocks from outside the site may be placed on the biobank site to improve habitat for threatened species. Rocks, once placed on the biobank site, are subject to item 9.1 in the Biobank Agreement. The provider must make and retain records of the location of the rocks placed on the site and the date the rocks were brought onto the site in accordance with the record keeping requirements.

Erosion Control

Existing and potential erosion areas, and minor bike track construction must be monitored and managed.

The provider will need to:

• ensure the site is efficiently maintained to the highest technical standard and in compliance with the BSA and all relevant legislative requirements. Therefore, the provider may need to coordinate with relevant stakeholders to ensure adherence and compliance with relevant requirements.

• demonstrate compliance with the Department’s Work Health and Safety (WHS) requirements and provide the relevant insurance and quality assurance documents. The provider will be the Person Conducting a Business or Undertaking (PCBU) for the purposes of the Work Health and Safety Act 2011 (NSW) when carrying out the work and/or services outlined in this request or any future variations to this request. Therefore, by submitting a quote for this work and/or service, the provider is agreeing to being the PCBU for this work and/or services. 

A summary of proposed works for whole of site and administrative actions including how you will deliver the:

• Reporting to Biobank diary of works, annual reporting templates and site audits including monitoring methodology and schedules demonstrating an understanding of Biodiversity Stewardship Agreement requirements.

• A method for managing non-compliance issues and incidents from reporting to closing out.

• Administration of the contract including payment schedules, invoicing and invoice reports. A summary of works for each management zone detailing at a minimum:

• A seasonal timetable of works, including resources/funds allocated to each management zone.

• Identification of any sites of erosion concern and monitoring approach

• The methodology proposed for regeneration and restoration activities, including innovative methods or proposals to increase diversity.

• Performance targets for bush regeneration for each management zone by the end of the Agreement period and a demonstration on how these progress to requirements for the Biobanking Agreement BA 407.
