Transport for NSW (TfNSW) is seeking Expressions of Interest (EOI) from companies that have capability for the design and construction works for the Safe Accessible Transport (SAT) Program Wave 2.
Project goals
The Safe Accessible Transport (SAT) Program aims to make public transport safe, inclusive and easy to use for all passengers, especially people with disability, older people, people with prams or luggage and others who may be experiencing mobility problems.
This is wave 2 of the SAT program, with project development, design and construction already underway at a number of locations across NSW. Please see www.transport.nsw.gov.au/safe-accessible-transport-program (www.transport.nsw.gov.au/safe- accessible-transport-program) for more information.
The SAT Program Wave 2 involves accessibility upgrades for train stations in the Sydney Metro region. Further information is outlined in the EOI documentation.
Expression of Interest (EOI) Objective
The objective of the Expression of Interest (EOI) Stage is to undertake a rigorous shortlisting process to identify a shortlist of Applicants to undertake the role of the Contractor for the delivery of projects under the Safe Accessible Transport (SAT) Program Wave 2.
TfNSW's intention is to shortlist a maximum of six (6) Applicants, based on the submitted EOIs, who may then be invited to submit Tenders for upcoming RFTs for the Program up to a period of two (2) years, however, TfNSW reserves the right to vary this number of shortlisted Applicants at its discretion.
Scope
The Contractor's activities for the design and construction of projects under the SAT Program Wave 2 may include, but are not limited to, the planning, design, procurement, supply, construction, testing, commissioning, integration, operational readiness, and handover of railway station upgrade projects to achieve program objectives including DSAPT compliance, improved safety and amenity.

Confidentiality Deed Poll
Recipients will be required to complete and execute the Confidentiality Deed Poll in this Opportunity as a pre-requisite to obtain access to the EOI documentation. Completed Confidentiality Deed Polls must be emailed to the Contact Officer, Tien Tran RSW.Procurement@transport.nsw.gov.au. Please DO NOT submit the Confidentiality Deed Poll through this advertisement.
Upon receipt, review and acceptance of the Confidentiality Deed Poll, the Recipient will be given access to the live Expression of Interest Advertisement which will appear in their Supplier Hub dashboard. This live EOI Advertisement will contain the EOI documentation. The Recipient will also be directly notified by the Contact Officer.
Additional details/instructions
Mandatory Criteria 1 - Minimum Turnover
The Applicant must demonstrate that it has achieved a turnover in design and construction contracting activities equal to or greater than $20 million per annum for each of the last 3 years on average.
Mandatory Criteria 2 - Previous Experience
The Applicant must demonstrate that it has successfully completed the delivery of at least 1 infrastructure design and construction project, in a high-risk project environment (e.g. within operational rail brownfield environment), valued in excess of $15 million in the last 3 years.
Mandatory Criteria 3 - Management System Requirements
The Applicant must demonstrate that it has Environmental, Work Health & Safety and Quality Management systems that are ISO accredited, and be capable of being engaged as principal contractor under reg 293 of Work Health and Safety Regulation (NSW) for the Project.
Mandatory Criteria 4 - Binding Joint Venture Agreement
Where the Applicant is a proposed joint venture, it must submit an indicative joint venture agreement.
Mandatory Criteria 5 - TAO Status / Accreditation Requirements
The Applicant must hold Technically Assured Organisation (TAO) accreditation for the competencies contained in the TAO matrix in Appendix E of the EOI. Alternatively, the Applicant must demonstrate how they will achieve these capabilities within 12 months of the date of the EOI.
EOI Briefing
Attendance at the EOI Briefing is mandatory to submit a conforming EOI.
