Tender Description
The City of South Perth is seeking the submission of a lump sum tender for construction of a new public toilet building & changing places facility, located at Sir James Mitchell Park (SJMP) on the Coode St foreshore, South Perth.
The Contractor shall allow for the construction of all works shown, described or inferred by the Specification and Drawings & as detailed in this Tender document. They shall further allow for complying with any instructions issued by the appointed Superintendent (Chindarsi Architects).
The proposed building location falls within the Swan Canning Development Control Area (DCA). The Department of Biodiversity, Conservation and Attractions (DBCA) have planning and development authority over the DCA, with the City of South Perth sharing responsibility of the Riverpark, which is made up of the River reserve and public land adjacent to the waterways of the Swan and Canning rivers reserved as parks and recreation (under the Metropolitan Region scheme). The Department of Biodiversity, Conservation and Attractions (DBCA) is responsible for the management of the Riverpark, in conjunction with the local government (CoSP).
Tenderers shall make note that the works may need to be limited as to when construction activities occur due to the rising groundwater levels that will impact construction over the winter period.
Note: Tenderers shall price the works for working in ground conditions that are favourable as far as can be reasonably expected for the area and per the information included in the provided geotechnical report.
Broadly, the overall scope of work comprises of the following :
- Construction of a new building
- Service upgrades & connections to the surrounding curtilage of the new building
- Associated external siteworks
The proposed site at Sir James Mitchell Park [SJMP] can be accessed from Coode Street or Douglas Avenue in South Perth. It is bounded by the Coode Street carpark to the west, a footpath to the east, and parkland in other directions.
The site is currently developed as a turf area associated with the surrounding public open space and is located within the floodplain on the adjacent Swan River.
The successful Contractor will be responsible for providing a Construction Environmental Management Plan [CEMP] and a Dewatering Management Plan to the satisfaction of the Swan River Trust Permit Conditions prior to the commencement of the works.
The project commencement date is 'SUBJECT TO DBCA CONDITIONS & PERMIT APPROVAL'.
The Contract shall be in force for the period of Approx. 16 weeks or by 30 January 2026 to complete at the satisfaction of the Principal with a 12-month Defect Liability Period after practical completion.
Note: The completion date may require adjustment as suitable from the commencement date and time which will be advised when the contract is executed.
