This Tender is invited by the Issuer.
The Program Assurance Branch is currently coordinating delivery of the Support at Home Community of Practice (CoP) project by 30 June 2025. This project is part of an overarching suite of projects to implement Support at Home program assurance. This CoP project is to develop a new Support at Home CoP and associated elements and decommission and archive the existing Home Care Packages Program Assurance (HCP PA) CoP site. The Support at Home CoP will be hosted on the Civilised Discourse Construction Kit Inc (Discourse) platform (as is the HCP PA CoP).
This CoP will be largely modelled on the highly successful HCP PA CoP. As such, the CoP development will need to use the out of the box Discourse product and be developed based on the existing HCP PA CoP resource. There will likely be slight changes required to the layout to meet Support at Home program needs. For example, additional information tiles or discussion labels.
Ideally, we are seeking the services of an experienced consultant with the following skills:
- basic server administration (platform is hosted via cloud services)
- web technology basics (familiarity with HTML and CSS)
- database management (knowledge of PostgreSQL for backups, migrations or resolving data issues)
- networking and DNS (ability to configure domain names, SSL certificates and ensure proper email setup (SMTP) for notifications)
- configuration management (setting up categories, tags, user permissions and moderation settings to align with the community’s goals)
Key deliverables of this procurement are as follows:
- Development, review, testing and delivery of the Support at Home CoP.
- Review of the current HCP PA CoP provider registration process to identify efficiency improvement. Design and implementation of a new registration process for the Support at Home CoP.
- Review the current HCP PA CoP reporting process to identify efficiency improvements. Design and implement new reporting arrangements for the Support at Home CoP which will allow efficient monitoring of CoP activity (such as registration numbers, query types, activity levels).
- Review the current user guide and standard operating procedures and develop a new user-friendly user guide and standard operating procedures for the Support at Home CoP.
- Deliver on the job admin user training for departmental staff.
- Provide weekly progress updates to the project team to ensure timelines and deliverables are being and will continue to be met, that value is being received and determine if greater granularity in terms of effort and outputs are required.
- Development of a process to archive and decommission the existing HCP PA CoP. This process must meet the department’s information management responsibilities.
