Chanter Street Powerline Project, Berrigan

⁠⁠⁠OVERHEAD TO UNDERGROUND L1 CONNECTIONS, CIVIL WORKS & L2 PROPERTY CONNECTIONS INSTALLATION

The Chanter Street powerline overhead to underground project represents a pivotal endeavour aimed at transforming the existing overhead powerline infrastructure into underground assets along Chanter Street. The overall objective of the project is to permanently transition low voltage (LV) electricity supply from ageing overhead assets to a safer, more resilient, and minimally visible underground system.

Berrigan Shire Council is seeking tenders from appropriately qualified and experienced Level 1 Accredited Service Providers (L1 ASPs) to deliver the full package of civil and electrical works required to relocate the existing low voltage (LV) overhead network to a modern underground system.

This tender encompasses all works necessary to install underground electrical infrastructure in accordance with Essential Energy Certified Design ECN-057193 Rev D, including:

- Trenching, underbores, conduit installation, pole upgrades, and UGOH transition works.

- Construction of pits, pillars, and shared underground LV conduit networks.

- Road and verge reinstatement in compliance with TfNSW and Council requirements.

- Coordination and interface with nominated Level 2 ASPs and civil subcontractors for customer connections and surface works.

The successful Level 1 contractor will serve as the primary head contractor, responsible for integrating all project elements and ensuring completion of electrical infrastructure, service connections, and reinstatement works in accordance with CEOM specifications, NSW Service and Installation Rules, and all relevant TfNSW standards.

A Civil Contractor (or the L1 contractor if self-performing) will deliver all non-electrical works related to excavation and reinstatement.

Level 2 Accredited Service Providers will be engaged by the primary contractor to complete the following customer-side works in coordination with the L1 delivery team:

- Disconnection of aerial services and removal of existing LV wires and fittings.

- Installation of new undergrounds service mains and termination to switchboards/connection points.

- Testing, commissioning and provision of compliance certificates.

- Coordination with Essential Energy for cutover and metering activities.

The successful Tenderer will supply all materials to carry out the works.
