Yarriambiack Shire Council wish to appoint a suitably experienced and qualified Internal Audit Service Provider to deliver Internal Audit Services for the period commencing 1 July 2025 and concluding on 30 June 2029 with the option for a further one year extension at Council’s sole discretion (up to a maximum contract term of five years).

The types of Internal Audit Services sought by Yarriambiack Shire Council are:

(a) Assurance Services – objective examination of evidence for the purpose of providing an independent assessment of risk management, control and governance processes.

(b) Consulting Services – advisory and related client activities, the nature and scope of which are agreed upon with the client and which are intended to add value and improve business operations.

(c) Value-Adding Services – focus on efficiency, effectiveness and improvement of processes and practices.

The services sought are for a ‘full service’ Internal Audit function incorporating:

(a) Development of a Strategic Internal Audit Plan and an Annual Internal Audit Plan aligned with the organisation objectives and risks.

(b) Annual review and update of the Strategic Internal Audit Plan to take into account changes in risks and priorities.

(c) Development of a Quality Assurance and Improvement Program for Internal Audit.

(d) Conduct of internal audit engagements contained in the Annual Internal Audit Plan.,

(e) Monitoring and follow-up of audit recommendations including both internal audit and external audit recommendations.

(f) Preparation of relevant papers for the Audit and Risk Committee.

(g) Provision of additional services separate from the Annual Internal Audit Plan for management-initiated engagements in response to emerging issues or risks.

(h) Delivery of an annual statement on the Quality Assurance and Improvement Program in line with the Standards.

(i) Delivery of an opinion each year on the Yarriambiack Shire Council control framework.

(j) Development and maintenance of a Yarriambiack Shire Council Internal Audit Manual consistent with professional practices set out in the ‘International Professional Practices Framework’ (IPPF) issued by the Institute of Internal Auditors.
