Purpose:
Austroads is seeking expressions of interest from experienced consultancies to provide advisory and delivery services for the design, implementation and transition to operations of a Learning Management System (LMS) solution.
The LMS will serve as the platform for the delivery of standardised training and assessment for heavy vehicle drivers across Australia, in line with the National Heavy Vehicle Driver Competency Framework (NHVDCF).
The NHVDCF was established to standardise the training, assessment, and licensing progression of heavy vehicle drivers across Australian states and territories.
The NHVDCF training and assessment materials will be delivered in three parts:
1. Online knowledge and assessment.
2. In-class knowledge and assessment.
3. In-yard/in-cab knowledge and assessment.
Austroads is developing content for all three parts of the learning experiences outlined above. The purpose of the LMS is to support the delivery of Part 1: Online knowledge and assessment for participants.
Objectives:
Austroads is committed to ensuring that the NHVDCF is supported by a robust and effective learning experience and LMS that enhance the quality and consistency of heavy vehicle driver training and assessment across Australia.
This includes:
- Translation of the NHVDCF online knowledge and assessment content into an effective digital learning experience.
- Selection and implementation of an effective LMS solution.
- Data exchange processes with jurisdictions to manage access for validated learners.
- Data export and reporting.
There is expected to be an opportunity to quote for the provision of ongoing managed support services for the LMS in the future.
Austroads will co-design an iterative approach to piloting and improving the LMS, expected to include:
- Protyping, user testing and iterations.
- Delivery of a 'pilot ready' minimum viable product (MVP).
- An agreed number of testing and iteration cycles as part of a 'Pilot Program' to develop a launch-ready product.
