⁠⁠⁠For the detailed requirements, and project and organisational description, please refer to the Final RFQ – Solution architectural design and implementation advice for the NPHSS under the Requirements Document section.

The Australian Centre for Disease Control (CDC) aims to adopt a modern public health surveillance and data analytics system to act as a frontline defence against diseases, including developing a business case for an interoperable National Public Health Surveillance System (NPHSS). The proposed unified data analytics platform will leverage advanced data and analytics to provide near real-time disease surveillance, enabling rapid health risk detection and scenario modelling. By integrating flexible technologies, the NPHSS will support robust pandemic preparedness and national coordination, ultimately improving health outcomes and decision-making across the country.

The Australian CDC seeks review and advice services for the proposed platform solution architectural design of the NPHSS. For the details of the requirements, please refer to the RFQ document. In summary, the following main works are expected from the vendor.

1. Architecture Review Services

Review and evaluate the proposed platform architecture, including cloud deployment models, interoperability frameworks, and security measures. These should align closely with system architecture and framework implementation.

2. Business, Systems, and Process Analysis Services

The project requires an in-depth analysis of leveraging existing API gateways, shared services, compliance frameworks, and interoperability models. The analysis will be used to inform and improve digital process design and support system efficiency.

3. Cybersecurity Services

Given the emphasis on compliance with various government security standards and data security regulations, to meet the requirements of an IRAP assessment, cybersecurity expertise is important from any potential respondent. This includes review of proposed security posture approach, privacy controls, and compliance verification for the solution.

4. Market Scan and Advisory Services

Assessment of the Department of Health and Aged Care’s (Department) current cloud service providers for platform suitability, recommending interoperability strategies, and evaluating current infrastructure. Market research is necessary to ensure the most appropriate technology choices and future scalability.
