Tender Description
The Network and Infrastructure (N&I) Division of the Public Transport Authority (PTA) is responsible for the management and maintenance of the metropolitan urban railway infrastructure.
N&I currently uses a single contract to deliver maintenance requirements for track and associated civil infrastructure, and a range of arrangements (predominately self-performance) for the other components of infrastructure within the rail corridor: Civil; Overhead Line Equipment; Communications; and Signals.
This tender is for the replacement of the current track and associated civil infrastructure contract which is due to expire in January 2026.
The proposed new contract largely maintains the scope and processes of the existing arrangements but will incorporate a new form of contract with terms and conditions reflecting the latest statutory, policy, and PTA requirements.
This approach has worked well over the years, is viewed by N&I Management as appropriate for such reactive and preventative work, and meets the immediate needs of keeping the network operational.
Scope of Contractor's Activities:
Book 4 contains a Contractor’s Activities Schedule which provides the detailed scope of services and the technical standards and requirements. It also includes material supply and inventory management obligations.
These activities focus on corrective (breakdown) and preventative maintenance, reflecting the PTA’s decision to undertake larger periodic and asset renewal projects through its complementary Rail Replacement Program (RRP) contracting arrangement.
With the PTA being responsible for work identification, the contract operates on an all-inclusive rates basis, predominately labour and plant, with some fixed activity rates and margin percentages.
