This Tender is invited by the Issuer.

⁠⁠⁠Department of Defence, Military Personnel Division (MPD) needs to migrate existing HR toolsets currently operating in SharePoint 2010 platform to an Microsoft Dynamics 365 and Dataverse based Power Platform environment.

The Career Management Board (CMB) Tool is an in-house developed toolset currently hosted on SharePoint 2010 that aids the Army career management team to conduct promotion and selection boards. This includes creating initial candidate lists, pre-voting adjustments (arbitration), conducting the board including voting, and post board activates including merging board comments for emailing outcomes of the board process.

The tool is also used as an upload portal for all Army Performance Annual Reports (PARs). The existing functionality of the current end-to-end case management tool is to be replicated at a minimum in the Microsoft Dynamics 365 within the existing architecture and Defence endorsed software environment. All development is to comply with existing principles of ‘configuration not customisation’. Implementation of customised solutions will need to have MPD IM Technical lead approval and may be subject to architecture review.

The final outcome for MPD will be the delivery of connected, end to end process that can manage the full career management board life cycle including pre board, conduct board and outcomes phases. These processes will be derived from an imported manual data feed from the Defence PMKEYS HR system and work flowed through the toolset. The main features of the tool include arbitration process to create the candidate lists, attachment of annual reports and biographies viewable to board members, ability for board members to vote and conduct board while recording detailed feedback followed by finalising the outcomes including emailing members.

Once the individual cases are complete there needs to be functionality to generate a final PDF document with case details for subsequent filing onto Defence Record Management System.

A training package will be required to support the training and deployment of the new tool to all staff. In addition, there will need to be an admin guide detailing how to maintain the tool and meet any sustainment requirements to enable the successful implementation of the tool into MPD.

MPD envisage this work being delivered over 4 packages:

1. Pre-board activities – Dec 2024

2. Board activities – Feb 2025

3. Post Board activities – March 2025

4. Training and detailed documentation finalisation – Apr 2025
