Tender Description

This Tender is invited by the Issuer.

⁠⁠⁠1. Planning and Engagement: Ensure appropriate governance and representation for both project oversight and maintenance plan development. Effective and regular collaboration with key Source users will be critical to the success of the project.
  1. Conduct detailed stakeholder engagement to inform solution design. Ensure that the solution design is driven by user needs and that it can be supported by a maintenance plan to satisfy user requirements.
  2. Complete impact assessments on all identified stakeholders, including quantifying resourcing requirements to change, policy and protocol changes, systems changes and communication requirements.
  3. Develop Plans for the Project, including sustainability and maintenance requirements, for Change management, for Stakeholder Engagement and for Communication.
  4. Develop an Assurance Plan: in accordance with the Assurance Framework for Digital and ICT-enabled Investments which sets out the minimum requirements for agencies. More information on the Assurance Framework can be accessed here - DTA Assurance Framework for Digital & ICT Investments

2. Describe the Business Problem: Use the stakeholder consultation to refine and validate the actual Business Problem.
3. Benefits Management Plan: Conduct detailed benefits realisation activities and identify appropriate measures, baselines, and targets. Ensure that Program Benefits will be recognised when they have met the ‘SMARTA’ criteria.
4. Solution Design: Develop and determine detailed technical specifications for the solution. Identify functional and non-functional requirements, and associated costs / timelines. Determine ongoing maintenance resourcing and identify relevant risks and mitigations.
5. Develop a robust Risk management framework: use Risk, Assumption, Issue and Dependency (RAID) techniques. Include all RAIDs identified including impact/likelihood analysis, mitigation, or contingencies. Consider program scope, resourcing, technology, integration, testing, financial, operational, user experien
6. Procurement plan: Describe the procurement approach and rationale for the program including technologies, resources, and relevant services.
7. Post Business Case support: Additional support as required to respond to requests for information / clarification regarding the progression of the Business Case
