Tender Description

⁠⁠⁠The National Heavy Vehicle Driver Competency Framework (NHVDCF) describes the approach to licensing for heavy vehicle drivers in Australia. A series of changes to the NHVDCF have been approved by state and territory ministers. One of the approved changes is the introduction of online verification, learning and assessment as part of heavy vehicle training and assessment.

Austroads seeks responses from appropriately experienced service providers to undertake the development of business and technical requirements in support of:

  • Delivery of Austroads managed national capability
  • Interfaces to jurisdictional systems and processes

Scope:

The scope of this project is to deliver, agreed:

  • Business and technical requirements for Austroads managed national online verification, learning and assessment functionality (at a whole of system and module level) to sufficient level of detail that it will form the basis for a single or multiple separate requests to market to procure the desired capability.
  • Business and technical requirements for the interface between Austroads, jurisdictions and external parties (e.g. training providers) to a sufficient level of detail that jurisdictions (and others where relevant) will be able to confidently assess and design changes to their own services and systems.
  • Use cases and journey maps. As the utilisation of national and jurisdictional functionality, and relationship with other external parties, may differ for each state and territory, jurisdiction specific outputs will need to be created. Documentation should clearly identify mandatory requirements.

This project will be managed by Austroads as part of the suite of changes to be made to the NHVDCF. Delivery of the outputs will require substantive engagement with jurisdictions, as well as Austroads. The key success criteria for the documented design is obtaining agreement of all parties.

Deliverables:

There are three core deliverables from this work:

  1. Business and technical requirements for Austroads managed online verification, learning and assessment capability (at a whole of system and module level) to sufficient level of detail that it will form the basis for a single or multiple requests to market to procure the desired capability.
  2. Business and technical requirements for the interface between Austroads, jurisdictions and external parties (e.g. training providers) to a sufficient level of detail that jurisdictions (and others where relevant) will be able to confidently assess and design changes to their own services and systems.
  3. User stories, including acceptance criteria, use cases, and journey maps. As the utilisation of national and jurisdictional functionality, and relationship with other external parties, may differ for each state and territory, jurisdiction specific outputs will need to be created. Documentation should clearly identify mandatory requirements.

• Writing & Format Requirements for Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
