EMPHN is required to develop an understanding of the needs of the catchment population. This includes people from culturally and linguistically diverse (CALD) backgrounds and people experiencing or at risk of homelessness and the integration and provision of primary health care services for these communities. Upon design and delivery of these services, EMPHN also needs to evaluate the effectiveness of these services and report this to the community.

EMPHN requires a consultant to undertake two Health Needs Assessments (HNA) for the EMPHN catchment for the following communities:

1. Culturally and linguistically diverse communities and

2. Homelessness and at risk of homelessness communities
