Local Government Authorities within the Wimmera region namely Hindmarsh Shire Council, West Wimmera Shire Council, and Horsham Rural City Council are working co-operatively to deliver a customer focused, cost effective, quality and innovative Municipal Building Surveyor and Building Permit Service to serve the communities within the region. The Councils propose to undertake a joint procurement process to achieve economies of scale for delivery of this service but recognise that each individual Council will be required to enter into a separate contract with the successful tenderer.

The initial term of contract will be two years, with an option to extend for a further two, two-year terms, to be exercised by each Council at their sole discretion.

Whilst the service delivery methodology is not specified, it is expected that the Contractor will be available 5 days per week for 52 weeks per year (excluding public holidays) through a combination of face to face/onsite delivery, telephone and digital remote service delivery.
