⁠⁠⁠The NDIS Quality and Safeguards Commission (NDIS Commission) is the national regulator of the National Disability Insurance Scheme (NDIS). It’s our responsibility to protect the rights of people with disability and make sure they have access to safe and high-quality disability services and supports. We do that by using a range of proactive and reactive regulatory measures, such as education, compliance, registration and worker screening activities.

The NDIS Commission is committed to following a Human Centred Design (HCD) approach when designing and delivering digital solutions and requires a supplier with specialist knowledge and a track record of partnering directly with people with disability.

The HCD will aim to uncover the motivations, behaviors and preferences of people who need to interact with the NDIS Commission via its digital channels and play a critical role in informing how we structure our resources and the way we interact with people with disability and their supporters.

The research will focus on people who have the high representation in the NDIS (people with autism, developmental delay, intellectual disability and psychosocial disability) and their associated support networks.

There will be a focus on people who are considered at-risk, to look for opportunities to improve how we protect the rights of people with disability and ensure they have access to safe and high-quality disability supports and services. The research will also gather accessibility insights, so that we can better meet people’s expectations in the digital age.

For example, the NDIS Commission will use this research to redesign all front facing interfaces and channels, so that people can find the information they need quickly and complete any tasks they have easily.

The scope of work will include research ‘in field’ interviews and other forms of direct engagement, with people with disability and their supporters. Suppliers will be invited to respond to delivering an ‘end to end’ project (from discovery through to full synthesis of findings) and/or just the in-field research interview component with delivery of a high level report.
