Tender Description
As part of its Virtual Nursing in Aged Care Project, the Department is seeking one or multiple suppliers to deliver a virtual nursing service to approximately 30 residential aged care homes. The Department is not seeking Supplier/s to develop digital assistive technology (e.g., fall-monitoring technology), gaming technology, virtual reality, or remote technology devices (e.g., heart rate monitors).
The Successful Supplier/s will be responsible for delivering person-centred care through telehealth (video conferencing) consultations. Telehealth, in the residential aged care context, will be delivered in the following ways:
- Resident-end: The resident at the residential aged care home, either in their room or in a private room at the residential aged care home. They may be accompanied at the resident-end by any combination of family or carer, selected support person, General Practitioner, nurse, personal care worker, Aboriginal Health Worker, or allied health provider.
- Remote-end: A nurse practitioner or registered nurse providing the telehealth consultation to the resident, who is not located at the same place as the resident. They may be located at their home in a room to ensure privacy, or an appropriate office space which can also maintain privacy.
The Successful Supplier/s will be responsible for providing access to initial and ongoing training to all applicable staff on the use of virtual nursing, including the practical use of technology and the requirements for delivering care via technology. This may include provision of training to direct care staff (e.g., nurses, assistants in nursing, personal care workers, allied health professionals, or Aboriginal Health Workers), management staff, or agency staff depending on the unique needs of the residential aged care home). Training may be delivered through a sub-contracted organisation.
To ensure technology in participating residential aged care homes can support the delivery of virtual nursing services, the Successful Supplier/s must first review what technology is currently available/accessible to staff. Based on this review, the supplier/s will then be responsible for embedding and/or enhancing the necessary technology to support delivery of the virtual nursing service.
Supplier/s will work collaboratively with residential aged care homes to develop and implement Clinical and Technical Governance Mechanisms, which may be comprised of Frameworks, Policies, or Processes. Supplier/s must ensure any new Frameworks, Policies, or Processes are integrated into existing mechanisms and will not deter or distract from the delivery of person-centred care. The development and implementation of the Clinical and Technical Governance Mechanisms must be co-designed with residential aged care staff.
Information needs to be provided to residents and their families on the process and benefits of using telehealth in a residential aged care setting. The Successful Supplier/s will be responsible for developing and publishing this information in easy-to-understand resources. Resources may include brochures, explanatory materials, and videos that can be shared with residents and their families. Resources must include information on the rights of the client, their family, and/or carers regarding the delivery of care via virtual nursing.
