Community Language Schools (CLS) Compliance Audit Program 2024

⁠⁠⁠Community language schools (CLS) are not-for-profit, community-based organisations that provide language programs to school-aged children out of school hours and preschool children (where approved). CLS enable children and young people to learn or maintain their family or heritage languages. The Department of Education (DE) provides annual funding to accredited CLS through the Community Language Schools Funding Program.

There are currently 183 accredited CLS in the program, some of which operate from a single campus, and others operate out of multiple campuses.

Business needs

DE annually audits a sample of accredited CLS through the CLS Compliance Audit Program. Established in 2015, the audit program is a key accountability process that ensures CLS are using public money appropriately and are compliant with the terms and conditions of their Common Funding Agreement (CFA).

In 2024, the CLS Compliance Audit Program has been revised with additional emphasis on child safety. In addition to demonstrating their capacity to deliver language programs and appropriate financial governance, organisational management, and record-keeping practices, CLS will need to show their understanding of and compliance with the Child Safe Standards. Eighteen CLS will be audited in 2024, amounting to approximately 10 per cent of funded CLS.

Given the complex and specialised nature of the audits, including the need to apply accounting best practice, DE is seeking to engage an external supplier to audit a sample accredited CLS.

The supplier is expected to be engaged from April to August 2024 for a period of approximately 5 months.
