⁠⁠⁠Introduction

The Department of Education (Department) is responsible for managing investment in building new schools, early learning centres and modernising existing ones. This is administered by the Victorian School Building Authority (VSBA).

The VSBA is focused on high-quality and timely project delivery, innovative reform in infrastructure design and delivery, and increased engagement with school and kindergarten communities.

The Victorian Government has now invested $14.9 billion over the past 9 years to deliver more than 1,940 school upgrades at more than 1,100 government schools, open 84 of the 100 new schools by 2026, and support around 21,200 jobs in construction and associated industries. The Victorian Government has committed $14 billion over a decade to deliver the Best Start, Best Life reform, including Three-Year-Old Kindergarten.

The department requires construction consultancy services to support the delivery of VSBA’s construction projects. To this effect, it seeks to establish a Construction Consultancy Panel (CCP) of suppliers that encompasses a series of specialist service categories (detailed in the specification section Part B of this RFT) which are required as part of the delivery of Capital Programs, Operational Programs and Early Childhood infrastructure projects.

The categories are:

Category 1 – Architectural or Principal Design Consultant

Category 2 – Project Management

Category 3 – Quantity Surveying

Category 4 – Engineering

Category 5 – Contamination Testing

Category 6 – Heritage

Category 7 – Environmental

Category 8 – Urban & town planning

Purpose of Briefing Session: The briefing session is designed to give DE the opportunity to:

• guide Invitees through the Invitation documents;
• clarify the overall scope and intent of the Invitation; and
• receive questions that Invitees may have with regards to the Invitation documents.

Questions asked during the briefing session may not be answered in the briefing session. Responses to questions which are not answered, and responses given to questions asked during the briefing session will be provided to all Invitees.
