Tender Description
The objective of this project is to develop an easy-to-use calculator tool that will estimate the required monetary value of restoration contributions for potential future projects with residual impacts on protected matters. Restoration contributions must recover the cost of delivering the associated compensatory measure by the government including managing the risk of non-delivery where relevant. A mix of scientific ecological, economic and IT expertise will be required for this service beyond what is available in the department.
The project will occur in two phases:
Phase 1: Develop a prototype tool to estimate the value of restoration contributions using evidence-based approaches (e.g. equations, tables, input values, rules and their interactions for categories and functional groups) for estimating the value of each of the four restoration contributions components, so they deliver compensatory measures with a relative net environmental gain[1] for the impacted protected matter. This includes deriving quanta of impacts and quanta of required compensatory measures and converting the quantum of action to a monetary value for restoration contributions. Phase 1 will also include validation of the prototype tool, including testing of case studies with key stakeholders.
Phase 1 involves ongoing collaboration with the service provider working on upgrades to the current Offsets Assessment Guide Tool to ensure both tools align in their estimates for quanta of impacts and required actions. More detail below.
Phase 2 (To be completed prior to the new legislation coming into force): Develop an easy-to-use web-based application to facilitate use of the calculator tool using the Phase 1 estimation approaches and values. Develop guidance how-to-use document and contribute to department’s development of legislated Rules specifying the functionality of the tool.
This Request for Quote is for Phase 1 of the project only. The approaches used to derive restoration contribution values must be delivered in a format that can be understood and used to develop an IT calculator tool (Phase 2 of the project). The service provider for each phase will not necessarily be the same.
