The Council of the City of Sydney seeks Expressions of Interest (EOI) from Community Housing Providers identified on the City of Sydney Interim Affordable Housing Contributions Distribution Plan to receive a completed Torrens title affordable housing building in the Epsom Park precinct of Green Square, to be transferred by the developer to the receiving Community Housing Providers.

In June 2023, Council resolved to approve Planning Proposal: 118-130 Epsom Road and 905 South Dowling Street, Zetland to change the planning controls that apply to the site. In conjunction with the planning proposal, the developer made a public benefit offer to enter into a planning agreement with the City to build an "Affordable Housing Building" on the site and transfer it, free of charge, to a Community Housing Provider nominated by the City.

This Expression of Interest process is to identify a Community Housing Provider to receive the Affordable Housing Building.
