Tender Description

The Australian Government is inviting applications through an open non-competitive process to deliver justice reinvestment initiatives.

Applications will be assessed in 2 cycles:

Assessment cycle 1 opens 14 September 2023 to 12 October 2023.
Assessment cycle 2 opens 12 October 2023 to 7 December 2023.

Funding is available from 2023–24 to 2025–26 for up to 30 place-based community-led justice reinvestment initiatives. The National Justice Reinvestment Program is an ongoing program beyond 2025–26.

This grant opportunity aims to:

support the development and delivery of community and First Nations-led justice reinvestment initiatives across Australia, by supporting:

the development, implementation, and evaluation of local justice reinvestment strategies and activities
local project teams and leadership structures to undertake the work of developing, implementing and evaluating justice reinvestment strategies.

The intended outcomes are:

Improving justice outcomes and reducing contact with the criminal justice system and incarceration rates of Aboriginal and Torres Strait Islander adults and young people, in line with Closing the Gap Targets 10 and 11.
Contributing to systemic reform of government systems that intersect with the justice system.
Contributing to building a strong and sustainable Aboriginal and Torres Strait Islander community-controlled sector delivering high quality services to meet the needs of Aboriginal and Torres Strait Islander people across the country.

Eligibility:

You must demonstrate how you will centre your work on the needs of First Nations people living in your community, including by demonstrating you have support and authority to lead or act as the coordinating body for this work within a community, and that the work will be delivered in partnership with community members.

An application being from an Aboriginal and Torres Strait Islander Community Controlled organisation or an application being from an Aboriginal or Torres Strait Islander Operated and Controlled organisation or Other Aboriginal and Torres Strait Islander organisation that intends to, or can demonstrate a plan to become a community controlled organisation in the future will be viewed as a particular strength, and considered as a positive factor in assessing the balance of assessment criteria.

You are not eligible to apply if you are a/an:

International Entity
Non-corporate Commonwealth Entity
Person
organisation, or your project partner is an organisation, that is included on the National Redress Scheme’s website on the list of ‘Institutions that have not joined or signified their intent to join the Scheme’
organisation, or your project partner is an organisation, that is included on the Workplace Gender Equality Agency website on the non-compliant list.

Assessment of applications - by 15 December 2023

Approval of outcomes of selection process - by 3 January 2024

Notification to applicants - by 12 January 2024

Negotiations and award of grant agreements - by 5 February 2024

Earliest start date of grant activity - March 2024

End date of grant activity - 30 June 2026 at the latest, based on your grant agreement.

Assessment of applications - by 27 February 2024

Approval of outcomes of selection process - by 7 March 2024
