Council is seeking the services of a consultant team to prepare a new Structure Plan, Neighbourhood Character Study and Infrastructure Framework Plan for Wallan. This will provide strategic direction for planning the sustainable growth of Wallan. Wallan is located within the North Growth Corridor and will experience significant l growth pressure from both greenfield Precinct Structure Plan (PSPs) areas and infill development of its established areas. Wallan is well serviced for transport with the Northern Highway and Hume Freeway bisecting the township and a VLine train station at Wallan East.

The Structure Plan and associated Neighbourhood Character Study and Infrastructure Framework Plan must consider the township character and rural surrounds of Wallan, in context of a growing urban area. The Structure Plan is required to review all facets of making Wallan a sustainable community including setting the future direction for housing, transport, retail, commercial and industrial employment, community infrastructure, open space and the environment. The Structure Plan work will also integrate planning work already undertaken for the Wallan growth areas through the Precinct Structure Planning work.
