Australian Grand Prix Corporation - External Traffic Management

⁠⁠⁠OVERVIEW

The Australian Grand Prix Corporation (AGPC) is intending to release a Request for Tender (RFT) in September 2023 and is seeking Expressions of Interest concerning the External Traffic Management contract for future Formula 1® Australian Grand Prix (Event) events, to be held at Albert Park, Victoria (Venue) from 2024 to 2026 inclusive (three events) with the option for two years (2027 and 2028).

The following document provides additional information regarding the contract requirements.

EVENT

The Formula 1® Australian Grand Prix is the premier international motorsport event in Australia and has been running at Albert Park since 1996 over a four-day period, typically in March or April each year.

The AGPC is responsible for the staging of the Event, which has recently hosted approximately 419,000 and 444,000 fans over four days in 2022 and 2023 respectively.

BACKGROUND

AGPC coordinates a Traffic and Transport Committee (TTC) for each event. The TTC exists to develop and implement a detailed traffic and transport plan which gives due consideration to transport options, access, mobility, and safety requirements, internal and external to the Venue.

The TTC representatives include:

• AGPC
• Traffic consultants
• External traffic management
• Victoria Police
• VicRoads
• Yarra Trams
• City of Port Phillip
• City of Stonnington
• City of Melbourne
• Public Transport Victoria
• Rideshare/taxi companies

The traffic consultant develops traffic management and implementation plans based off committee feedback and reporting. The committee prioritises:

• ensuring community and patron safety is maintained,
• improved local community and patron communication, and
• improved egress operations reducing transportation wait times for public transport options.

The external traffic management contractor is responsible for the safe implementation of the Traffic and Transport Implementation Plan to manage the large influx of people and vehicles during ingress and egress. The implementation covers a footprint from the venue at Albert park to Southern Cross Station.

The Respondent shall be VicRoads prequalified. External traffic treatments to facilitate the Formula 1® event is carried out over a strict event build, lockdown and dismantle period. All traffic treatments must be installed, managed and removed in accordance with this strict event timeline.
