Tender Description

DFAT has a requirement for a contractor to support PNG's law and justice sector to deliver more efficient and inclusive justice services with a focus on addressing community safety, family and sexual violence (FSV), accessibility of law and justice services, and anti-corruption in PNG.

APLJ will be a four-year program with the possibility of extension of up to a further four years. It will be implemented at the national and subnational levels in up to five provinces plus the Autonomous Region of Bougainville. It will maintain a focus on addressing issues such as Family and Sexual Violence (FSV), Sorcery-Accusation Related Violence (SARV), anti-corruption, and strengthening village courts and land mediation as well as wider inter-agency engagement and facilitation of policy implementation at national and subnational levels. APLJ will maintain a focus on strengthening accessibility to law and justice services for all. Consistent with the Justice Services and Stability for Development (JSS4D), APLJ program governance and annual planning is expected to be overseen by GoPNG’s National Coordination Mechanism (NCM), comprised of law and justice sector agency heads, with program implementation overseen by a regular Strategic Program Governance Meeting (SPGM), co-chaired by GoPNG and the Australian High Commission (AHC). APLJ will complement AFP’s Policing Partnership with RPNGC and other DFAT programs that intersect, including in gender and health (family and sexual violence), governance (subnational level), and other sectoral investments that address the underlying socio-economic factors that drive crime and violence in PNG.
