Construction of Melton Winter Storage No. 1 Expansion

⁠⁠⁠Greater Western Water (GWW) intends to release an Expression of Interest in March 2023 for the Construction of the Melton Winter Storage No. 1 Expansion, located at the Melton Recycled Water Plant.

The EOI will be the first part of a two-stage procurement process from which GWW will shortlist suitable service providers for the purpose of inviting detailed tenders for this project.

The scope of services required for this project will include:

• Increasing the capacity of the existing Winter Storage No. 1 via deepening the current floor level of the dam, raising the existing embankments and the construction of new embankments.
• Earthworks will include excavating a significant volume of clay and rock (500,000m3+) and installing a clay or HDPE liner.

It is a requirement of this project that the contractor appointed is accredited under the Work Health and Safety Accreditation Scheme, established under the Building and Construction Industry (Improving Productivity) Act 2016, at the time of entering into the contract and while the works under contract are being carried out.*

The contractor must comply with all conditions of Scheme accreditation.

* Paragraph 26(g) of the Building and Construction Industry (Improving Productivity) (Accreditation Scheme) Rules 2019 outlines provisions applying to joint venture arrangements that include accredited and unaccredited contractors.

It is anticipated that following the EOI in March 2023, shortlisted service providers will be notified in May 2023 and invited to tender for the project in July 2023. Construction is planned to commence in late 2023 and would likely run for 12 months.

The Local Jobs First Policy, Victorian Social Procurement Framework and Fair Jobs Code are Victorian Government policies that will be applied to this tender.
