Tender Description
The Council is seeking responses to this Request for Expression of Interest (EOI) 2223-016 for the provision of compliance and enforcement services and products.
The Council is seeking to appoint a single provider to deliver the services and associated products.
The initial term of the new proposed contract arrangement is for three (3) years.
Council may at its discretion, extend the operation of the Contract beyond the Initial Contract Term for up to two (2) x two (2) year options.
The total duration of the proposed contract, including the exercise of any options, shall not exceed seven (7) years.
It is intended that the new proposed contract arrangement will commence on or around 1 July 2023.
The Scope of the proposed contract is to:
• Provide the supply, installation and management of a Penalty Control System that is compatible with Hand Held Infringement Devices which includes installation of the system into the Nillumbik Shire Council along with all related processing duties by the contractor;
• Includes enforcement and data collection solution to manage parking around the municipality-parking bay sensors or other devices that: monitor vehicle movements into and out of the parking bays: alert Council staff to the presence of infringing vehicles; and provide real time information to Council on the effectiveness of enforcement activities;
• Provide mobile and fixed license plate recognition capability for enforcement of No Stopping areas, Period Longer ( time restrictions and permit zones);
• Provide pay-by-phone system and processes;
• Integration with Council’s on premises or hosted implementation;
• Provide Hand-held Infringement Notice Issuing Devices capable of issuing penalty notices for various enforcement units in Council including but not limited to Local Laws, Parking, Environment Health and Animal Management;
• Provide all the related hardware and software packages for these devices together with the installation at Nillumbik Shire Council;
• Ensure that processing of infringement notices and template correspondence complies with relevant legislation and statutory timelines;
• Customer orientated smart phone, web and over the counter options for application, payment, renewal and booking applications;
• Customer orientated smart phone, web and over the counter options for infringement payment, infringement related photo viewing and request for internal review lodgement and tracking;
• Back office infringement processing including infringement life cycle management, internal review management, traffic authority processing and infringement court processing;
• Back office parking permit life cycle management for resident , visitor, disabled parking permits, trader permits and any other permits that Council may implement;
• Comprehensive real time data analysis and reporting for planning, resource allocation, and to potentially provide live data feeds that could drive public parking availability and smart phone applications;
• Central Management system to be hosted on Council’s on premises or hosted implementation;
• If required during the contract duration implement further Smart City technology;
