Request for Proposals - Parkes Regional Entertainment and Cultural Centre Feasibility Study

⁠⁠⁠Parkes Shire Council is inviting Proposals from suitably qualified, skilled and experienced Consultants to develop a Parkes Regional Entertainment and Cultural Centre Feasibility Study.

The objective of the Feasibility Study is to explore the viability of constructing an entertainment and cultural centre in the Parkes Shire local government area, specifically assessing the potential:
(a) Size and function of the proposed facility,
(b) Community and commercial demand for the proposed facility, and
(c) Utilisation and subsequent operational consequences for Council.

The Feasibility Study should:
* Include a current situation analysis of entertainment and cultural infrastructures in the Parkes Shire local government area and broader Central West NSW region, including issues, opportunities and risks; as well as alignment with State and Commonwealth Government priorities.
* Include a demand analysis, comprising a review of entertainment and cultural infrastructure in the Parkes Shire local government area; an economic analysis of the region; an analysis of groups and stakeholders likely to access the proposed Entertainment and Cultural Centre; the capacity of hirers/organisations to pay; any commercial opportunities; price analysis; a competitor analysis; and potential key design elements.
* Include a functional brief of the required spaces and their size.
* Include a preliminary concept design and spatial assessment based on the functional brief.
* Include a thorough analysis of potential income streams and revenue generation opportunities associated with the development of an Entertainment and Cultural Centre.
* Include an analysis of the preferable options for governance and management models, including staffing costs, fees and charges, marketing/program costs and building maintenance expenses.
* Include cost estimates for construction and fit-out of the proposed development based on similar structures and costs.
* Include an assessment of potential funding sources, including availability of capital and operational funding to assist the development and ongoing delivery of the facility.
* Include a cost benefit/feasibility analysis, taking into consideration both the use benefits and non-use benefits that entertainment and cultural infrastructure as the proposed development is likely to deliver.

Preparation of the Feasibility Study will involve working closely with Council's Economic Development, and Visitor Economy and Major Events, as well as various other Council, community and industry stakeholders. Accordingly, the successful Contractor will be required to design, deliver and evaluate an appropriate stakeholder engagement program to inform the above deliverables.
