Tender Description
This procurement is to appoint a panel of suppliers with the specific skills required to perform evaluations for the department, timelines and deliverables are not included. These will be specific to each engagement from the Panel; procured via individual Requests for Proposals (RFPs).
The scope of services being sought from prospective supplier comprises the planning and execution of evaluation, as well as capacity building and advice specific to evaluation-related work, namely:
Provision of specialist evaluation services including
- scoping, designing, and planning evaluations, including the assessment of risks and estimation of costs
- undertaking evaluation projects including the review of existing literature and data, collection of data and analysis of data
- reporting evaluation findings including the provision of advice and recommendations in structured evaluation reports.
Provision of expertise and assistance for:
- Development of logic maps (e.g. Investment Logic Maps, program logics)
- Designing and developing appropriate data collection tools
- Collection and collation of quantitative and qualitative data pre, during and post program implementation
- Analysis of data and interpretation of findings including reports.
As part of the tender process, prospective suppliers will be requested to demonstrate:
- high levels of customer service including an understanding of the department’s strategic priorities
- knowledge of the education policy context, including a familiarity with the department’s strategic priorities, objectives, and its key performance measures
- experience working with large government or public sector organisations requiring engagement with multiple stakeholders, as well as experience identifying and engaging with a diverse range of stakeholders
- availability of appropriate resources to deliver the services, including the capacity to conduct evaluations in rural and regional areas of Victoria
- ability to develop detailed project methodologies and work plans to deliver project briefs within specified timelines and agreed budgets
- procedures and systems for managing information
- application of ethical procedures in the design and conduct of evaluations
- expertise in high level formal and informal communication including planning and undertaking consultations with key stakeholders
- skills in analysis and critical evaluation enabling:
- disaggregation and synthesis of parts of systems, processes, tasks, objects, texts, artefacts, problems, ideas, concepts, and arguments
- exploration of alternative ideas or solutions to problems
- predictions about likely outcomes based on evidence
- clear thinking using logic (inductive and deductive)
- identification of faulty reasoning, assumptions, and biases by thorough testing
- informed judgement about the worth of ideas and arguments.
Industry Briefing
The department will host an industry briefing on Thursday, 17 November at 9:00am.

The DET Supplier Portal
The Department of Education and Training has now established the DET Supplier Portal.
The DET Supplier Portal will allow suppliers to access and respond to procurement opportunities from a number of Education portfolio entities, and to self-manage their organisation’s records on our system.
This Request for Quote (RFQ) is being issued and managed through the Supplier Portal. All information relating to this RFQ is being provided only through the Supplier Portal, and responses can only be submitted through the Supplier Portal.
To view further information on these open market approaches, suppliers must be registered on the Supplier Portal.
Suppliers not previously engaged by DET can self-register on the Supplier Portal.
Suppliers who have previously been engaged by DET should email the Supplier Portal team at DET (Oracle.Procurement.Cloud@education.vic.gov.au) to establish initial user accounts. Accounts will be created for staff of existing suppliers with suitable validation of identity.
Established users in an organisation can then create user accounts for other users in the same organisation.
