Tender Description

⁠⁠⁠Transport for NSW is inviting tenders for the provision of services of a Surveillance Officer (Night) for King George’s Road Stage 1 Project to support the Easing Sydney’s Congestion Program. This resource will be required for night shift and based at Hurstville office at King Georges Road between Stoney Creek Road, Beverly Hills and Forest Road, Hurstville which is scheduled to be completed in late 2024.

The summary of the scope of services to be provided by the Surveillance Officer for the TfNSW Easing Sydney's Congestion Project Office is to be comprised of the following but not limited to:

• Perform the duties assigned / delegated by the Authorised Delegate and/or the Project Manager;

• Act as an immediate point of contact at the site for the construction Contractor’s site personnel;

• Manage routine surveillance activities and maintain detailed site records of work performed and construction activities to ensure all works are carried out in accordance with the quality management system and contract documents;

• Conduct safety and environmental inspections, review safe work method statements and risk assessments to ensure that work is completed in a safe and environmentally acceptable manner;

• Participate in the assessment of contract documentation such as Contractor’s Management Plans, Traffic Management Plans (TMP); Traffic Control Plans (TCP), Vehicle Movement Plans (VMP) and other planning documentation to ensure that contract documentation is accurate and robust;

• Review Contractor’s / Subcontractor’s ITPs, Verification Checklists, Construction Methodologies to ensure their compliance with specified requirements including reviewing construction Hold and Witness Points (HWPs) for conformance to specification requirements; inspect the associated works and confirm works undertaken appropriately reflects the HWPs requirements; sign ITPs / Checklists where required;

• Assess and report on the implementation of plans on site and on contractor’s performance to ensure that management plans for construction site are appropriately implemented;

• Assist the Senior Construction Manager / Authorised Delegate and/or the Project Manager in ensuring the consistent application of surveillance by planning surveillance of quality, WHS (Work Health & Safety), traffic management and environmental management; monitor progress of works, including the identification of non-conformance issues;

• Coordinate the site activity of the construction Contractor and public authorities including utilities authorities by verifying that the appropriate work and construction activities are performed in accordance with the application of policies, practices, and standards;

• Organise measurement of quantities, together with the Contractor’s representative, and keep orderly records of the Quantity Agreement Sheets;

• Prepare daily surveillance reports and provide a copy to the Authorised Delegate and the other TfNSW’s delivery team members at the completion of each shift.

• Participate in site Safety, Environmental, Traffic Management and other inspections and provide input about compliance to specified requirements

• Review the Contractor’s Construction Programs and Look Ahead Programs and provide input about the progress of works at site

• Maintain site diary with records of weather conditions, rainfall data, maximum/minimum temperatures, areas where work was carried out, labour break down, numbers, sub-contractors and plant utilisation, construction progress, latent conditions, delay or hindrance to work, instructions for additional work or acceleration, variation and Extension of time (EOT) claims, site visitors, delivery of materials including concreting works, disposal of materials from site, issue of drawings or other documents, samples taken for tests and tests carried out, safety, traffic or environmental incidents; notices issued for compliance by authorities and complaints from neighbours or local community; and

• Support/manage construction site management functions.

The Surveillance Officer must be equipped with; and allow for the below costs in their Tender rates and price:

• A vehicle suitable for use on construction site. Vehicles should be capable and equipped with flashing lights, reversing camera, two-way radio, first aid kit and fire extinguisher.

• Mobile phone

• IPad or equivalent with 4G internet access

• All weather Personal Protective Equipment (PPE)

• Working from home related costs (if required)

• Travel, accommodation and vehicle costs.

The proposed Contract term is 24 months and the commencement date will be once the Contract is awarded to the successful Tenderer.

• The proposed Candidate must have a minimum 15 years road construction experience on transport infrastructure projects; specifically roads construction experience in urban areas or similar.

• The proposed Candidate must have a current White card and Driver’s licence.

• The proposed Candidate must confirm availability to work night shift and willing to work flexible hours and days to complete the works.
