Tender Description

Tenders are invited from experienced Electrical contractors for the site electrical upgrade, supply, installation, testing and commissioning of Sports Lighting upgrade for Soccer Pitch 1 & 2 at Seaford North Reserve, Seaford.

The aim of these works include but are not limited to for the provision of new incoming underground electricity supply from the existing Supply Authority (United Energy) assets to establish a new upgraded incoming underground low voltage supply to serve a new external property boundary service protection device, new external site main switchboard/metering cubicle, rewire of existing supply to football sports pavilion and the supply, installation, testing and commissioning of the new lighting masts, footings, floodlights at the soccer pitches 1 & 2 and all associated electrical wiring/works for the new sports lighting at Seaford North Football Club, Railway Parade, Seaford.

The scope of works are as follows:

a. Establishment of new incoming low voltage supply from the upgraded Zinfra/United Energy’s existing street reticulation/pole substation to supply the new external property boundary service protection device/site main switchboard and metering for the site facilities.

b. Obtain all necessary Building Permit Approvals for the works including liaison with Frankston City Council.

c. New incoming underground consumer mains and conduit installations to serve the new external site main switchboard/metering cubicle and floodlighting sub-distribution reticulation etc.,

d. New external site main switchboard, distribution and metering provisions.

e. All new underground sub-mains site reticulation, to serve the rewired existing site supplies and the proposed floodlighting installations and sub-switchboards.

f. Alterations/additions to existing un-metered supplies serving Communications Tower and Amenities block.

g. New external sub-distribution boards to serve the new floodlighting installations.

h. Disconnection of existing incoming overhead electricity supply to the site on completion of new incoming upgraded underground service.

i. Maintain existing pole mounted floodlighting installations and public lighting to the reserve until completion of the new works and cut-over retained existing circuits and lighting installations and re-connect to new switchboards.

j. All underground supplies to existing public lighting and power installations including “boring” below existing driveways, walking tracks/footpaths to maintain public lighting and power within the recreation reserve and path/car park areas. Note: Open cut trenching is not permitted through car park areas and footpath walking tracks.

k. All trenching, excavation, rock removal, underground heavy-duty PVC conduits complete with draw-wires/nylon ropes, ‘trafficable’ – “lockable” service pits, back fill and site reinstatement to the Superintendent’s approval for all new electrical underground site reticulation.

l. Secure installation of new electrical services pits to suit new layouts, all new pits shall be ‘bedded’ within in-ground concrete surrounds. After installation of all cabling to the existing and new service pits, they shall be filled/compacted with “Orange Fatty (Brick) Sand” to within 100mm of the pit lid collar and the top 100mm of the pits will be filled with concrete.

m. Supply / installation of all approved “Bored Pier” footings and installation of (6) new “Ingal-eps”/”Coslee” or approved equivalent 25m (fixed) steel masts to the Football Pitches 1 & 2.

n. Supply and install approved floodlight sets “Apex Lighting – Australian Certified Philips - Optivision” GEN 3 1500W LED to provide average ground illumination for “50 Lux - Training” & “100 lux – Competition” Standards.

o. Supply and install “BIC” or approved equivalent DALI lighting controls.

p. Floodlight wiring/aiming, plus all lighting level/s measurements in conjunction with Australian Certified Floodlighting supplier.

q. Supply and install underground.
