GRDC is seeking to engage up to twelve (12) ARGs nationally to undertake participatory action research (PAR) programs that form the core deliverable of the NRMI. Parties interested in participating as an ARG are encouraged to form consortia that could encompass grower groups, consultants, agribusiness, Drought Resilience Adoption and Innovation Hubs, and relevant scientific support to address their nominated Themes.
ARGs will undertake the following responsibilities:
- Conduct PAR programs to investigate (approved) Themes to better inform participating growers and advisers of risk-reward relationships.
- Maintain an engaged grower base to participate in NRMI activities and discussions.
- Implement and utilise agreed metrics developed by the NRMI that quantify the return-risk matrix.
- Collaborate with the NRMI Project Lead and Team, and other ARGs to ensure nationally consistent delivery of Outputs.
- Make all data publicly available and share freely with the NRMI Project Lead and Team, and other ARGs.
- Participate annually in the mid-year NRMI workshop that presents an update of results.
- Collate data, outputs, key learnings and milestone reports for the Project Lead and team to review, analyse and interpret.
- Extend and communicate key learnings from NRMI to growers and advisers.
- Engage and collaborate with the Project Lead, particularly where difficulties of any kind are encountered that could impact milestones, outputs or outcomes.
Each ARG (up to 4 per GRDC region) will participate in a “nitrogen management strategies” Theme and is encouraged to nominate up to two additional themes of their own choosing that they wish to explore with growers. Thus, each ARG will apply for and undertake a maximum of three (3) Themes, inclusive of “nitrogen management strategies”.
Apart from the “nitrogen management strategies” theme, each ARG will need to articulate the following for the additional one or two nominated themes:
- the ‘risk source’,
- the ‘risk likelihood’,
- ‘impact’ on the farm business, and
- the ‘level of influence’ that can be applied to the identified risks through management interventions.
Nominated themes should be provided as an attachment to the tender Application and the above dot points addressed. The nominated theme and justification will not be included in the evaluation of this RFT, rather the ARGs proposed methodology to investigate the Theme will be considered as part of GRDC’s evaluation.
The Themes nominated by ARGs, identified by preferred tenderers, will be reviewed by the NRMI Advisory Committee who will provide a recommendation to the NRMI Steering Committee for inclusion in the NRMI prior to commencing negotiations. This process is undertaken to identify commonalities nationally and identify regional priorities.
Selection of the NRMI Project Lead (PL) and supporting team is via a separate GRDC procurement – link provided). Linkages, connectivity and responsibilities between the successful applicants to the two procurements will be made explicit in their respective contracts.
The procurement of the NRMI Action Research Groups is dependent on the procurement of the NRMI Project Lead and Team. Following evaluation, if the minimum requirement for ARGs is not met or a suitable Project Lead and Team is identified, then the procurement for individual ARGs will not proceed to contract.
